You can safely allow this, You do not need to use the IANA list.
I think the 239.x.x.x range does not belong to any machine as such, but is the IP that your computer uses for things like uPNP...

Are you trying to download the default lists that come pre-configured into Peerblock?

Try again later.

Make sure you don't have a personal firewall that is blocking Peerblock from updating.

It looks like the Majority if not all of those connections originate from Turk Telecom, which appears to be an ISP in Turkey, so it is probably a user from that ISP.

Have you forwarded your port on your router for Utorrent?

It all depends on the torrent you are downloading off as well, some torrents may have lots of peers while others may not.

PG2 will block activity to/from IP's on the blocklist it uses, regardless of whether they are LAN or WAN IP's. That being said the defualt blocklists will not cause PG2 to interfere with any LAN...
