I am not aware of any recent downtime.
I have had a report that I-Blocklist has been classified as "Adult Content" by OpenDNS.

PeerBlock does have 4 lists hard coded so it would made sense that the two "missing" lists are there.

the allow feature in history worked for me when i just tested it.

yeah went two hours over the expected time because backup and restoration of the database took longer then i thought.

yes PeerBlock should solve your problem.
yes PeerBlock can use all the lists PG2...

it is a scheduled downtime that was announced on the site.
